• দ্বিতীয় দফা: কেন্দ্রীয় সরকারের ক্ষমতা
- শুধু দেশরক্ষা এবং পররাষ্ট্র বিষয় থাকবে কেন্দ্রীয় সরকারের হাতে। অবশিষ্ট সকল বিষয়ের ক্ষমতা থাকবে প্রাদেশিক সরকারের হাতে।

• তৃতীয় দফা: মুদ্রা বা অর্থ-সম্বন্ধীয় ক্ষমতা
- দেশের দুই অংশে সহজেই বিনিময়যোগ্য অথচ পৃথক দুটো মুদ্রা থাকবে।
- অথবা ফেডারেল ব্যাংকের অধীনে দুই দেশের দুটি রিজার্ভ ব্যাংক ব্যবস্থাসহ একই ধরনের মুদ্রা চালু থাকবে।

• চতুর্থ দফা: রাজস্ব, কর বা শুল্ক সম্বন্ধীয় ক্ষমতা
- আঞ্চলিক সরকারে হাতে থাকবে সকল প্রকার কর ধার্য করার ও আদায়ের ক্ষমতা। আদায়কৃত রাজস্বের একটি অংশ কেন্দ্রীয় সরকারকে দেয়া হবে ।

• পঞ্চম দফা: বৈদেশিক বাণিজ্য বিষয়ক ক্ষমতা
- দুই অঞ্চলের বৈদেশিক মুদ্রার আলাদা আলাদা হিসাব থাকবে। প্রয়োজনে দুই অঞ্চল থেকে সমানভাবে অথবা সংবিধানে নির্ধারিত হারে কেন্দ্র বৈদেশিক মুদ্রা পাবে।

• ষষ্ঠ দফা: আঞ্চলিক সেনাবাহিনী গঠনের ক্ষমতা
